Yes, Monaco, the little tax haven at the south of France. The key words here are "tax haven".
Monaco's population is a measly 36,000. According to the US Department of State, 1,000 Jews reside in the country, which puts the percentage close to 3%. No one else is close. Besides Israel, natch.
Of course, very few of those Jews can claim Monegasque(!) citizenship, and many are there to, well, skip out on taxes.
So, are there any Jews that were actually BORN in Monaco? Well, opera composer Franz Schreker, for one. However, he is long departed, and spent most of his life in Austria.
We guess he didn't need to cheat on his taxes...
